A Framework For Policy LifeCycle.

A public Policy making can be constructed via a simple framework of Philosophy, Purpose and Method.

Before I go into the core topic and expand on the framework with real-life illustrations and examples, let me give you a little more background into where and how my perspectives take stronghold in.

I've written many articles in a series of 'Intuition to Action' and many other articles that followed without tagging to the series name but largely towards the overarching goals of understanding one's own mind, a methodical structure for the thought processes, 'THOUGHT' as a discipline to train and learn, and a staunch advocacy for self-mastery goals and tools. I'm a MIND explorer.

In the preset context above, a quick parallels of the current framework I want to share and discuss with the others I've written in the past. This is important to showcase how all the root wisdom converges to this 3-layered thought process.

'Intuition to Action' in a nutshell is about

Intuition - answering the 'WHAT'

Intuition is an input from Subconscious mind. It's analogous to an auxiliary database. A dormant one but a dominant one that has all the higher awareness, an archive from millions of years of human evolution stored in it from all it's previous cycles. We typically refer to this as instinctual insight, gut feeling.

Primary Function:

The WHAT - Key Characteristics:

• Entails a core belief, a value guiding a decision.
• Outside of the province of Reason, as it sits above the reasoning mind in any lifecycle stage of problem resolution.
• an experience of mind that sets forth a fundamental nature of reality, existence, an intrinsic Wisdom capsule, the essence of deeper knowingness of a particular thing, person, event, incident, element and more.
• Tells you WHAT you are experiencing.
• At the topmost node and forms the starting point of a lifecycle of a significant idea or insight or a decision making process.
• A guiding principle. A Compass. An objective reality to meet, confront, embrace, encounter, challenge in ACTION (which is the 3rd Stage)

'PHILOSOPHY'

Conscious Mind - answering the 'WHY'

The Conscious Mind processes the input from intuition (gut feeling) from Stage 1 above.

Primary Function: 'REASON' the 'WHY'.

The WHY - Key Characteristics:

• A core principle, belief or the solved puzzle styled input from intuition stage is explored with a reasoning.
• Sanity and Common sense NEED to kick in at this stage.
• Critical systems thinking, Objective reasoning, rationalizing the input, explainability, parts where it can / can't be explained and explored fully, what's the residual error it leaves behind (the 'irreducible error' or the unanswerability portion of it).
• Construct a full blown step wise reverse engineered process using set algorithmic methods (Mental models as infrastructural tools that you need to build separately)
• You get the WHY, a reason that's convincing enough now to proceed to the next stage in the thought process.

'PURPOSE'

Action - handling the 'HOW'

Action entails a physical action to move from place to other, a decision that can be taken, a choice to be firmed up, a speech to make, a thought to put into writing and publish, a saying or doing or some deed etc.,

Primary Function:

The HOW - Key Characteristics:

• In co-creating a reality with the rest of the world, while knowing your own internal philosophy-purpose gears connected, the HOW is largely a combination of uncontrollable factors and controllable factors.
• You have the controllable factors armed with the what you know to be true as a hypothesis, your own reasoning supplemented and a confident action to ensue and be released into the external world.
• The uncontrollable factors shape and influence the HOW as there's a great interplay from the rest of the interconnected world and the variability from billions of factors that may or may not have been pre-existing in your prior experiences, necessarily.
• This is where GROWTH levers have their match met. When a situation doesn't go as planned, when something challenges you to revisit something further, bring more or better reasoning, self express better, do more or different actions while keeping the first 2 nodes tied and bonded strongly or reconstruct right from the scratch, invoke a different method.

EXECUTION STYLEMETHOD

That completes a 3 step framework of 'Intuition to Action' with parallels interwoven with 'Philosophy to Method'.

Philosophy --> Purpose ---> Method(s)

A Core Principle ---> Giving it a Meaning ---> Executing w/ the spirit of principle, in question.

Policy Making Process:

PHILOSOPHY:

Before any policy is made or executed, one must have a philosophy around it. A deeper sense of understanding or seeking to understand the fundamental nature of reality, existence and wisdom. It's the foundation of all our inquiry, curiosity, wonder and learning.

Examples:

• A Country must be governed by a set of laws to have a systematic approach to handling issues.
• A Country must have the spirit of promoting welfare, safety, freedom of rights to it's citizens.
• The people who are vested in the best interests of a country need to have a skin in the game. Like a true partner mentality.
• Every citizen or civilian should have a sense of civic, moral duty to oneself, the others and the public property they use. (Roads, Governing Systems etc.,)
• A Country should have laws to address criminality, ensure safety and justice to any victimized innocents. Keep truth at the front and center. Regard the facts, evidence, proofs and accurate information as a guiding philosophy in resolving any conflicts.
• A democratic country should have a fair election process with election integrity and only eligible citizens vote into the process.
• A country needs to have a sense of preserving National Security to counter the threats from both within and external to the country, as needed, in order to contain the situation and restore peace, safety to the citizens.

PURPOSE:

A purpose to a given philosophy provides direction and meaning. It answers the question of 'WHY' we exist and what we need to do, in order to achieve our philosophy in action.

Examples:

• [BECAUSE ---] A set of laws are needed because without an objective structure to the governance, it's unwieldy and impossible to be fair, bring equality in any set measure. (A reasoning and meaning to our philosophy above)
• [BECAUSE -- ] Government as an entity is founded on the principles to ensure that people are living with a sense of pride, ownership of their lives, feeling the welfare via the support and resources the government provides, prosper well in their lives individually and as a family and as a society, community and as a country (from bottom to top construction)
• [BECAUSE -- ] Every citizen should have a skin in the game via the necessary tax payments as government by itself has no other funding but it's an entity that pools up all the funds and in turn, uses all the funding to provide various infrastructure as a whole - roads, parks, schools, housing for economically poor, licenses, legal and human rights protection and such..
• [BECAUSE --] Criminality stemming from any undesirable elements need to be zoomed in, using the historical data, analytics, understand the deeper correlations, cross validate them, connect the dots to other macro economic conditions, geo-political conditions, paradigm shifts that are causing us to fix any loopholes in the system that are misused, abused so we can meet our philosophical goal of keeping the criminality under checks.
• [BECAUSE --] An organization can be formed at the federal or state level to uphold law and order and justice towards all the interconnected citizen welfare, safety for everyone without any bias towards race, religion, gender, their place of origin etc., And the only criteria is to make sure they are legally residing in the country.
• [BECAUSE --] Every citizen who has a skin in the game should be representing and voting for the right leader, the voting process should enforce Voter ID during the elections.

METHOD:

One or more methods, executions styles as it suits the governments, Cabinets or the other combination of political leaders on the both sides. Executing a law per the constitution or the philosophies defined. Understanding the HOW, what methods can be done in what order can be conceived and a full blown action / execution can take place.

Examples:

• A judge giving a verdict based on the rule of law and interpreting it based on the individual case parameters acting with integrity, moral compass, moral duty to the oath taken to the profession (NOT act as an activist or have a political identity skewing their verdict)
• A criminal getting sentenced to jail term or other penalties and such based on the crime in question. (NO politics should skew the decision)
• A federal Organization acts on an incident of National Security threat and it's a thing to support as a good citizen with your skin in the game, with the vested interest to ensure it's done for your safety and that the threatening forces need to be neutralized.
• There maybe multiple methods that you can discuss in this stage of METHOD. But, what you should NOT be doing as a good law-abiding citizen is QUESTION the need for it's EXISTENCE.

Illegal immigration Issue + ICE to counteract it :

With the above framework distillation and some examples to anchor our thoughts and bring some refreshed mind to look at the fundamentals, here's the real-life situation and how I'd draw my perspective.

The ICE organization is set up for preserving National Security. It was thought through carefully with a philosophy redesigned to close the loopholes in the System that were abused in 9/11 terroristic attacks. The nation was shook hard and so was the international community as it was an incident never seen before. The country wasn't even equipped, designed to combat such an incident without any other preparation.

With a lot of soul searching, self reflection, investigations, analysis and post-mortem analysis on the incident, trying to do a full blown root cause analysis, the ICE organization was a direct resultant of 9/11 terrorist attacks on the humanity in the US Homeland.

That set the philosophy of the organization.

Then came the various administrations since then. Both the parties used the ICE organization (a special law and enforcement agency) towards creating specific purpose and objectives under it's scope of national security, border security to curb the illegal immigration.

BECAUSE -- A nation without border control is a recipe for attracting domestic terrorism without checks and bounds.

The argument is not so much that without illegal immigration, if humanity will ever see a ZERO criminality but the argument strongly suggests that ANYTHING that's an UNNECESSARY pain to open the doors for enlarging criminal activity, it needs to be curbed.

This is the purpose of it's VERY ESSENTIAL EXISTENCE AS AN ORGANIZATION.

It implies, it needs funding, backing the trained officers, keep them well trained and ready for action as and when any action needs to be taken.

In the past, across both the  political parties in governance, the ICE law and enforcement was used for the very philosophy + very purpose it was set up for.

Method is the only possible variant.

At this stage of our paradigm shift, the very existence of ICE organization is NOT in question or to be challenged, because, neither our philosophy of national security has changed nor the purpose of it has changed.

A strong acknowledgment, understanding, cooperation, a strong tangible nod, a handshake, seeing eye-eye has to happen by both political parties.

ICE HAS TO EXIST. IT HAS TO BE FUNDED. IT'S ONLY THE 'HOW' (THE METHOD) YOU CAN DEBATE .

If we pause, collect all the thoughts until here, it's important for both liberal democrats and conservative republicans to land here.

So, slogans like 'defund ICE', 'stop ICE' and all other ideas need to be condemned as a violation to the national security policies.

Any government official or political leaders speaking against the very existence of the ICE organization are fundamentally at odds with the very thing that was setup in good agreement by everyone alike.

And, with nothing else changed from a common sense standpoint reasoning or a strong case to make that all violence is now completely eliminated or something that's befittingly in contrast to 9/11 showing an extraordinary safety guaranteed, there is simply no need to revisit to question the existence of the ICE organization.

And, that's what it is.

And, in fact, the violence has become more rampant, as predictable.

NOTE: Democratic Presidents and leaders have acted towards border security, used ICE enforcement to deport millions of criminal illegal immigrants, in the past.

The additional rash and ire must have come from the execution style of the current POTUS in his previous term, with some inhumane methods used in the deportation process. This is the METHOD difference.

An agreeable Method: Currently, with fixing all of the above execution style issues, and barring any other such concerns stemming from it, retrofitting it to humane methods and keeping it simply objective, strategic enough to get the goal met, the ICE agency has to execute it's action and deport the criminal illegal migrants.

The slogans against ICE, the protests and taking children to the protests and rallies abusing them, their time to spend in schools and such, unwanted speeches by ill-informed celebrities, is an undesirable social evil.

Anyone who is voicing either against border security, against the enforcement of election integrity via Voter ID are directly in violation to what both the parties have agreed upon. And, it can be viewed as a misbehavior from the opposing forces. Whoever are in this segment, it's a time to reflect and course correct.

Hope the ones causing discord, challenging the fundamentals of the ICE existence unnecessarily take a pause, self-reflect, reset the tone and discuss any better friendly methods to use/amend when apprehending and arresting and deporting the criminal illegal immigrants BUT NOT become a violent, unreasonable resistance to the funding of ICE, it's very essential existence for national security or getting the execution towards the result one way or the other...

Hence, discuss only the METHOD, don't challenge the philosophy and the purpose of ICE. And, pass the SAVE act to promote election integrity that is in the best interests of everyone alike.
